Job Purpose / Executive Summery

Duties and Responsibilities:

  • Planning, Design and Environment
  • Coordinating road investment programmes for road networks;
  • Coordinating traffic surveys and management of traffic data;
  • Collecting and collating economic, environmental and social data for road investment programmes and strategies;
  • Undertaking public sensitization on road safety;
  • Development
  • Providing training in road safety audits, accident data analysis, design review and implementation of road accident counter-measures;
  • Coordinating preparation of engineering design and design review of road works and structures;
  • Preparing road asset database;
  • Coordinating materials testing and programs;
  • Development
  • Coordinating preparation of short, medium and long term road works programs;
  • Coordinating public private partnership programs;
  • Developing and monitoring bridge construction program;
  • Coordinating preparation of tender documentation for road works;
  • Coordinating preparation and finalization of road works tenders;
  • Overseeing preparation of procurement plans for road work programmes;
  • Liaising with external financing agencies for resource mobilization;
  • Reviewing standards and specifications for road works;
  • Supervising roads and structures works contracts;
  • Enhancing resource mobilization from government and development partners
  • Enhancing resource mobilization through public private partnerships;
  • Enhancing efficiency in utilization of financial resources including aid; and
  • Enhancing knowledge transfer and capacity building by encouraging partnership of foreign consultants and contractors with local firms in undertaking projects/consultancies;
  • Road Asset Management
  • Coordinating the formulation of road asset management policies;
  • Coordinating of annual road inventory and condition surveys;
  • Coordinating compilation and analysis of annual road maintenance work programmes;
  • Liaising with Kenya Roads Board (KRB) and other stakeholders on management of Road
  • Maintenance Levy Fund (RMLF);
  • Overseeing the preparation of annual procurement plans;
  • Coordinating the operations of the Authority regional offices;
  • Ensuring expenditure controls and measures within the unit;
  • Implementing road works emergency response programmes;
  • Coordinating and preparing tender documentation for road maintenance works;
  • Monitoring supervision of road maintenance works;
  • Ensuring implementation and conformance to road management systems and periodic reviews of the performance standards;
  • Overseeing activities of axle load control;
  • Reviewing and acting on reports on axle load control programmes;
  • Representing the Authority in local and regional axle load stakeholder forums;
  • Ensuring road maintenance contracts are prepared and implemented in accordance with set standards and specifications;
  • Planning and implementing of roadside developments through institutional consultations and collaboration;
  • Managing road reserve boundary and usage;
  • Maintaining road markers system;
  • Managing roads and survey data; and
  • Undertaking public sensitization on protection of road reserves.
  • Ensuring preparation of engineering design of road maintenance works;
  • Liaise with the County Governments and other stakeholders on road development and maintenance programmes;
  • Enhance collaboration mechanisms with other Roads Authorities and stakeholders;
  • Developing and monitoring bridge maintenance program.
  • Policy, Research & Compliance
  • Coordinating the preparing, monitoring and evaluating of performance contracts, strategic plans and projects;
  • Coordinating research, innovation and business re-engineering initiatives including enhancement of knowledge transfer;
  • Coordinating the preparation of the road sector investment programs for road networks and performance contracts;
  • Implementing and monitoring of ISO Quality Management System;
  • Overseeing the preparation of quality assurance plans;
  • Preparing the business process reengineering systems
  • Coordinating the undertaking of technical audits for works and services;
  • Preparing reports on quality assurance findings and recommendations;
  • Coordinating preparation of risk assessment and classification system/criteria;
  • Coordinating the preparation of risk assessment programs;
  • Compiling and consolidating risk management periodic reports;
  • Developing risk management education and training programs; and
  • Facilitating development of effective networks for risk management information sharing

Vacancy Requirements:

1 Bachelor’s Degree in Civil Engineering or its equivalent from a university recognized in Kenya Mandatory
2 Master’s Degree in Civil Engineering or equivalent qualification from an institution recognized in Kenya Mandatory
3 Professional qualification and membership to the Institution of Engineers of Kenya or other recognized professional body. Mandatory
4 Mangagement Course lasting not less than four weeks from a recognized institution; Mandatory
5 (vi)A minimum period of eight (8) years relevant work experience with at least three (3) years’ experience in a supervisory capacity Mandatory
6 Fulfilling the requirements of Chapter Six of the Constitution Mandatory
7 Proficiency in computer applications Mandatory
8 Demonstrated competence in work performance and results Mandatory
9 Proficiency in computer applications Mandatory
10 Any other qualifications as may be adjudged by the Board Mandatory
11 Membership to the Institution of Engineers of Kenya (IEK) or other recognized professional body Mandatory
